## Stucco, Siding and Trim: Prep for Each Surface

An exterior repaint lasts as long as the surface under it holds. Each material gets its own prep.

### Stucco

Washed, hairline cracks filled with a flexible patch, and chalky or patched areas primed with a masonry primer. An elastomeric coating is one option for stucco with fine cracks; whether to use one is decided wall by wall.

### Wood and fiber cement siding

Loose paint scraped and sanded, rotted boards replaced, bare spots primed and open joints caulked, so the new paint has a sound base. Boards too far gone for paint are a [siding repair](https://alphadreamconstructionca.com/siding/).

### Metal railings and gutters

Rust is removed down to sound metal and covered with a metal primer before the finish coat, or it bleeds through.

### The weep screed

The strip at the bottom of a stucco wall is there to let trapped water drain out (code section R703.7.2.1), so it should not be caulked or sealed shut.

## Painting a House for Southern California Sun

### Fading on the sunny sides

South- and west-facing walls take the afternoon sun, and deep, saturated colors tend to show fading there first; lighter body colors show it less.

### Paint the shade, follow the sun

Paint on a hot wall in direct sun dries too fast and can blister or show lap marks, so the work follows the shade around the house.

### Dry walls only

Morning dew and marine-layer moisture are waited out: paint goes on dry surfaces, within the temperature range printed on the can.

### Caulk and gaps

Cracked caulk around windows, doors and trim joints is cut out and replaced before painting, because those gaps let water in behind the paint.

## Lead Paint, VOC Limits, HOA Colors and Permits

### Older homes

On housing built before 1978, paid work that disturbs paint falls under the EPA's Renovation, Repair and Painting Rule, unless it disturbs 20 square feet or less on the exterior. Scraping a whole house is covered.

### VOC limits

South Coast AQMD Rule 1113 sets the VOC limits for paints and coatings supplied, sold or used in its district, which covers large parts of LA, Orange and Riverside counties.

### HOA color approval

If the house is in a homeowner association, check whether it has an approved color list or wants samples first. Getting approval before the paint is ordered avoids repainting.

### Building permits

Painting is on the 2025 California Residential Code's list of finish work exempt from a building permit (section R105.2), and your city or county applies it with its own amendments. Repairs to rotted framing behind the paint are a separate matter.

## What Changes the Cost to Paint a House Exterior?

House size is the start. Beyond the paint line and the number of finish coats each quote names, these are the lines to compare between quotes from exterior painters in Los Angeles County.

### Repairs found in prep

Stucco cracks, rotted fascia or siding boards and failing caulk often show only once washing and scraping start, so ask how they are priced. Rot that reaches the framing is a different job: the code never counts removing or cutting a structural beam or load-bearing support as an ordinary repair (section R105.2.2), so the permit exemption for ordinary repairs does not cover it.

### Older houses

Where the lead rule above applies, the quote should name the firm's EPA certification and its lead-safe work practices, since a firm without certification cannot do that work.

## Exterior Painting FAQ

### When does a house need repainting?

When the paint chalks off on your hand, the sunny sides have faded, paint is peeling or the caulk around windows has cracked. Waiting longer can turn a repaint into wood and stucco repair.

### Can you paint stucco that was never painted?

Yes. Bare stucco is cleaned, its cracks are patched and it gets a masonry primer before the finish color, so the paint bonds and dries evenly.

### Do you paint in Orange County and Sherman Oaks?

Yes. We paint homes in Sherman Oaks and the rest of the San Fernando Valley, across LA County, in Orange County cities such as Irvine, and in Riverside County.

### Should I replace siding before painting?

If boards are soft, swollen or split, yes: paint will not hold on them. See our [siding installation](https://alphadreamconstructionca.com/siding/) page for the repair-or-replace signs.

Painting is often one part of an [exterior remodel](https://alphadreamconstructionca.com/exterior-remodeling/); for rooms inside, see [interior painting](https://alphadreamconstructionca.com/interior-paint/), and for finished homes, our [portfolio](https://alphadreamconstructionca.com/portfolio/).
